Steve Dowthwaite is an experienced professional currently serving as Head of SA Agile Design & Delivery at the Department for Environment, Food and Rural Affairs since July 2023, where leadership involves overseeing the detailed design and delivery of a new Scheme Administrator organisation for the Packaging Extended Producer Responsibility scheme. Prior to this, Steve held the role of Programme Manager at NHS England, managing deliverables within the Vaccinations Programme, and served in various capacities at NHS Digital from November 2015 to August 2022, including Senior Delivery Manager for the COVID Vaccinations Programme. Additionally, Steve has a significant background with the Department for Education, where roles included Programme Manager and Senior Project Manager in IT projects, as well as leading incident and problem management functions.
