Mitchell Netburn

Mitchell Netburn is President & CEO of Samaritan Daytop Village. Mr. Netburn has over 30 years of experience in the government and health & human services sectors, establishing himself as an innovative policy leader on both the East and West Coasts.

A native New Yorker, Mr. Netburn was previously President & CEO of Project Renewal, a nonprofit focused on empowering homeless New Yorkers to obtain health, homes and jobs. Mitchell oversaw the agency’s innovative and award-winning programs, which annually served 15,000 clients with a staff of 800 and a budget of $80 million.

While Senior Vice President at F∙E∙G∙S Health and Human Services System, Mr. Netburn tripled the number of clients moving from public assistance to independence through a novel initiative that gained national and international recognition. Prior to joining F∙E∙G∙S, Mr. Netburn spent six years as the Executive Director for the Los Angeles Homeless Services Authority coordinating homeless programs for the City and County of Los Angeles.

Mr. Netburn has nearly 15 years of experience in high-level public service positions for both New York State and City government agencies. He was the First Deputy Commissioner at the New York City Department of Homeless Services where he ensured 23,000 homeless men, women and children received quality shelter and supportive programs each day. He also held the positions of Chief of Staff to the NYC Deputy Mayor for Education and Human Services as well as the Agency Chief Contracting Officer and the Assistant Commissioner for the Ryan White CARE Act Program at the NYC Department of Health.

Mr. Netburn has been honored with numerous awards for his commitment and dedication to public service including the 2018 Community Service Award from Behavioral Health News, a Commendation for Outstanding Service by the Board of Supervisors of the County of Los Angeles, the Courage Award from the Los Angeles Coalition to End Hunger and Homelessness, and the Angel Award from the Los Angeles Downtown Women’s Center.

Utilizing his expertise in the nonprofit and government sectors, Mr. Netburn is the Chair of the Coalition for Behavioral Health and the Treasurer of the Human Services Council. Mr. Netburn is a Board Member of Homeless Services United and previously served as their President for three years.

Mr. Netburn received a J.D. from the University of Wisconsin-Madison Law School and a B.A. in Biology from Oberlin College.
