David Pulsipher serves as the Smart Mobility Practice Leader at David Evans and Associates, Inc. since April 2024. Previously, David held various roles within the City and County of Denver, including Transportation & Mobility Planning Manager, Pedestrian & Bicycle Planning Supervisor, and Senior City Planner, focusing on pedestrian planning. Prior experience includes the role of Coordinating Planner at the Chicago Department of Transportation, where infrastructure improvements for pedestrian access were prioritized, and a Planner position at Alta Planning + Design, contributing to network and policy analysis. David's earlier career includes work as a Bicycle Parking Planner for Los Angeles Metro and as a Communications Specialist for FEMA. David holds a Bachelor of Science (Honors) in Journalism and Political Science from the University of Colorado Boulder and a Master of Arts in Urban Planning from UCLA.
