Adam Heinen

Vice President of Regulatory Services at Dakota Electric Association

Adam Heinen began their work experience in 2004 as an Assistant Building Inspector at the City of North Mankato, Minnesota. In this role, they were responsible for enforcing and overseeing city building and infrastructure codes. Adam conducted inspections for residential concrete footings, building framing, and deck projects. Adam also oversaw paving crews to ensure compliance with regulations.

From 2005 to 2006, Adam worked as a Graduate Assistant at Marquette University. Adam assisted faculty with classroom management tasks, primarily grading assignments and exams. Adam effectively used their economics knowledge to complete these tasks while balancing their own coursework.

In 2007, Adam joined the Minnesota Department of Commerce, Division of Energy Resources as a Public Utilities Rates Analyst. In this role, they served as a ratepayer advocate in proceedings before the Minnesota Public Utilities Commission (PUC). Adam used their skills in economics, statistics, and financial analysis to communicate complex topics to policy makers and the general public. Adam sponsored and defended expert witness testimonies in contested case hearings.

Currently, Adam holds the position of Vice President of Regulatory Services at Dakota Electric Association. Adam coordinates and leads regulatory actions and compliance for the company. This involves filing comments with the Minnesota Public Utilities Commission (MPUC), representing the cooperative in regulatory proceedings, and coordinating with other electric cooperatives. Adam also ensures internal processes comply with regulatory requirements and indirectly manages staff from other departments.

Adam Heinen completed their B.A. and B.S. degrees in Economics, Urban and Regional Studies at Minnesota State University, Mankato, from 2001 to 2005. Adam later pursued a Masters of Science degree in Applied Economics at Marquette University, from 2005 to 2006.
