John Owen, MSEM, CFM, serves as a South Central Task Force All Hazards Incident Management Team Member since March 2024 and has been an active member of the Cumberland York Area Local Defense Group Committee at the Cumberland Area Economic Development Corporation since October 2020. Additionally, John is a Cumberland County appointee to the Harrisburg Area Transportation Study Technical Committee and participates in the Cumberland County Local Emergency Planning Committee. With extensive experience in local government roles, John has been the Assistant Township Manager and Chief Planner for East Pennsboro Township since October 1999, overseeing various aspects of community development and code enforcement. Volunteer efforts with Team Rubicon since October 2016 highlight a commitment to disaster and humanitarian relief. John's educational background includes a Master of Science in Emergency Management from Millersville University and multiple certifications from the Federal Emergency Management Agency.
