Phonxay Keokham has over 20 years of experience in finance and tax administration, currently serving as the Treasurer-Tax Collector for the County of San Joaquin since December 2005, after holding positions as Assistant Treasurer-Tax Collector and Management Analyst III. Prior experience includes working as a Tax Auditor at the California Franchise Tax Board from December 2000 to December 2005 and serving in the US Army as an Infantryman from July 1994 to June 1997. Phonxay holds a Master of Business Administration (MBA) in Business Administration and Management from the College of Business at Stanislaus State, completed between 2008 and 2010.
