Todd E. Randolph

Military Fellow, U.S. Air Force at Council on Foreign Relations

Todd "Randy" Randolph is a Military Fellow at the Council on Foreign Relations, a position held since July 2024. Randolph previously served as Commander at Joint Base Andrews from June 2022 to July 2024, and as Commander of the 27th Special Operations Mission Support Group from July 2020 to July 2022. Additional roles include Acting Deputy Director of Joint Officer Management at OSD P&R from June 2018 to June 2020 and Deputy Division Chief at the Pentagon from July 2017 to June 2018. Randolph is a graduate of the National War College, where a Master's degree was earned in 2017, and holds another Master's Degree in Quality Systems Management from The National Graduate School of Quality Management obtained in 2002. A Bachelor of Applied Science in Business Administration and Management was earned from Wayland Baptist University in 1999, along with an Associate's Degree in Occupational Health and Health Sciences from the Community College of the Air Force.
