Frank Hickson

EVP, Planning & Design, Florida at CONSOR Engineers

Frank Hickson, PE has more than 20 years of transportation planning and design experience, serving in a variety of roles for engineering studies, preliminary design, and final design. A graduate of Florida State University with a Bachelor of Science degree in civil engineering, he began his career at the Florida Department of Transportation (FDOT) in the Professional Engineer Training Program with a focus on concept development and plans production for roadway and bridge projects. He subsequently spent over 12 years serving in the FDOT District Five Transportation Development Office, working as an in-house design then consultant project manager, then serving in an executive role overseeing the Planning, Public Transportation, and Project Development and Environmental Study (PD&E) groups during his tenure. His work in the consultant sector includes project management, planning, and design for major/minor roadway alignments and widenings, traditional/historic bridge replacements, site design, trail, and multi-modal facility design; he has designed projects using design-bid-build and Construction Manager/General Contractor (CM/GC) delivery methods. Mr. Hickson has been the engineer of record on environmentally and socially positive projects across the nation. Through this work, Frank has proactively cultivated professional relationships with federal, state, and local governments, elected officials, community leaders, transportation industry partners, professional associations, chambers of commerce, and others who directly influence transportation decisions.

In addition to delivering award-winning transportation projects, Mr. Hickson helped his community and his profession by serving as an active member or a committee member/chair for the American Council of Engineering Companies, Florida Engineering Society, American Public Works Association, and American Society of Highway Engineers; he is also a former elected councilman for the Town of Malabar. Lastly, this husband and father of two, actively supports charities within his community to improve the quality of life for people in real need.
