Carrie Garcia, PHR, SHRM-CP has a diverse work experience spanning over two decades. Carrie is currently serving as the Human Resources Director at Columbia County Oregon since October 2021. Prior to this, Carrie held the position of Director of Human Resources at Central Dauphin School District from September 2015 to October 2021. Carrie also worked as an HR Manager at the same organization from December 2013 to September 2015. Before joining Central Dauphin School District, Carrie served as an Area HR Manager at Exel from January 2003 to October 2013. Carrie started their career as an HR Representative at Consolidated Freightways in 1997, where they worked until 2002.

Carrie Garcia, PHR, SHRM-CP, received their BA degree in Human Resources from Harding University in 1994. In addition to their degree, they obtained the Professional in Human Resources (PHR®) certification from the HR Certification Institute in 1994 and the SHRM-CP certification from SHRM in 2015.
