Andres Oviedo has extensive experience in the telecommunications and regulatory fields, currently serving as Gerente de Regulación e Interconexión at Claro Costa Rica since July 2017, where responsibilities include managing relationships with government entities, other telecommunications operators, and business chambers. Prior to this role, Oviedo worked as Abogado y Notario Público at Facio & Cañas specializing in technology, media, and telecommunications from November 2015 to July 2017, and held the position of Abogado at Ciber Regulación Consultores from May 2009 to November 2015. Earlier experience includes serving as an Asesor at the Asamblea Legislativa de Costa Rica from June 2002 to May 2009. Educational qualifications encompass a Master's degree in Derecho Público from Universidad Autónoma de Centro América, specialties in Notarial Law and Telecommunications Regulation, and two law degrees from Universidad Federada de Costa Rica and Universidad Latina de Costa Rica, respectively.
