Carlos Collard is an experienced professional currently serving as a Commissioner for the County of Los Angeles Department of Consumer and Business Affairs since February 2022, focusing on consumer and business advocacy. Collard has been an Advisory Board Member for the International Foster Care Alliance since January 2015, contributing to child welfare improvements between the United States and Japan. Additionally, Collard has held multiple roles, including Senior Administrative Analyst in various divisions, with the City of Santa Monica since April 2008, and has worked as a motivational speaker since May 2007. Other significant positions include Founding Chair of the Young Professionals Steering Committee for the International Visitors Council of Los Angeles and Board President of the California Youth Connection, where Collard supported fostering youth empowerment in California’s foster care system. Collard's early achievements include founding the South Robertson Neighborhoods Council and serving as a Riordan Fellow at UCLA Anderson School of Management. Collard holds a double major B.A. in Communication Studies and Political Science from UCLA.
