Quinn Gardner, MPA, is an experienced Emergency Manager with a robust background in disaster response and emergency preparedness. Currently serving the City of San Rafael since April 2018, Quinn oversees all-hazards planning, ensures Emergency Operations Center (EOC) readiness, manages the Community Emergency Response Team (CERT) program, and leads wildfire mitigation efforts. Prior experience includes roles at UC Berkeley as Emergency Management Coordinator, managing crisis response and training programs, and at the Missouri State Emergency Management Agency, where responsibilities included disaster operations and training supervision. Quinn's career began with AmeriCorps St. Louis, focusing on community needs and disaster response. Educational credentials include a Master of Public Administration from the University of Missouri-Columbia and a Bachelor of Arts from Webster University.
