John Whittier, P.E., is a Civil Engineer I at the City of Richland since April 2022, responsible for reviewing Right-of-Way Permit applications and evaluating utilities for compliance with regulations. Previously, John served as a Traffic Design Engineer and Acting Construction Manager at the Virginia Department of Transportation, overseeing traffic engineering for projects and managing construction processes. John also held roles in various engineering disciplines during the Core Development Program at VDOT and interned in the Structure and Bridge division. John holds a Bachelor of Science in Civil Engineering from the University of Virginia, complemented by experience in geospatial engineering.
