Kim Lucas

Director of Mobility & Infrastructure at City of Pittsburgh

Kim Lucas is the current Director of Mobility & Infrastructure at the City of Pittsburgh. Prior to that, they were the Sustainable Transportation Branch Manager at the District Department of Transportation from March 2013 to September 2019. In this role, they led the newly formed Sustainable Transportation Branch, which housed the District's Shared Micro Mobility, Transportation Demand Management, and Freight & Urban Delivery programs.

Before their time at DDOT, Ms. Lucas was an intern at the San Francisco County Transportation Authority from October 2011 to July 2012. During their internship, they provided support for the public outreach component of the draft Environmental Impact Statement/Environmental Impact Report for the Van Ness Bus Rapid Transit project, including attending meetings with community stakeholders and compiling and documenting comments received as part of the public record. Kim also created maps displaying and analyzing data using GIS, developed and updated content for project websites, and developed presentation materials for public outreach and national conferences. In addition, Ms. Lucas analyzed and summarized demographic and transportation mode choices survey data as part of grant applications and other planning projects.

Kim Lucas has a Master of City Planning degree from the University of California, Berkeley, with a focus in transportation planning. Kim also holds a Bachelor of Arts degree from the University of Virginia in psychology and art history. Kim is also a certified public manager from The George Washington University.

Kim Lucas reports to Ed Gainey, Mayor Ed Gainey. Kim Lucas works with Thomas Stangrecki - Acting Chief of Police, Lee Schmidt - Director of Public Safety, and Lisa Frank - Chief Operating & Administrative Officer.
