Jay Baxter is an accomplished professional with diverse experience in finance, risk management, and music operations. As the Owner & Operator of JBaxterMusic Consortium LLC since March 2020 and Interim Utility Billing & Collections Director for the City of Petersburg, VA since March 2017, Jay has demonstrated strong leadership and operational skills. Previous roles include Finance Consultant at the Virginia Department of Health, Chief Operating Officer, and Project Manager at AECOM Enterprises, where management of significant infrastructural design projects was key. Jay's early career includes financial oversight in the Richmond City & Public Schools sector and supervisory roles at Suntrust Mortgage. Educational qualifications include a Bachelor of Science in Computer and Information Sciences from Virginia Union University, certification from the Global International Leadership Certification Program at JMU, and a Master’s degree in Contemporary Performance from Berklee College of Music.
