Frank Holguin is an experienced Engineering Project Manager at the City of Madera since February 2018. With a rich background in construction, Frank has worked with SBA 8a certified construction firms as a Senior Estimator and Project Manager since June 1993, demonstrating expertise as an Authorize Negotiator and Estimator with over 20 years of experience in Civil projects and 10 years in Building projects. Previous roles include Engineering Inspector with the City of Fresno from November 2015 to October 2016 and Construction Manager at Serna Construction from June 2014 to October 2015.
