Cynthia Marsh serves as the Deputy Director and City Planner in the Community Development Department for the City of Lodi since December 2022, where responsibilities include assisting in department goal development, budget management, and operations of the Planning Division to enhance community quality of life. Previously, Cynthia held the position of Senior Planner in the Advanced Planning Division for the City of Stockton, focusing on zoning code amendments and housing grant applications. Other notable roles include Senior Policy Specialist at the California Department of Housing & Community Development, where implementation of housing policies was led, and Economic Development Analyst for the City of Stockton, managing significant federal grant applications. Cynthia's diverse experience also encompasses entrepreneurship in the hospitality sector as a restaurant co-owner and various planning and legal roles, supported by academic credentials including a Juris Doctor from Humphreys University and a Bachelor's degree from Rollins College.
