Donnie Harkcom Jr. serves as the Human Resources Coordinator for the City of Hagerstown, where responsibilities include developing and implementing the Neighborhood Improvement Plan, conducting inspections, managing caseloads, and engaging with the community. Prior experience includes freelance writing focused on technology, a role as a Retail Sales Representative at Verizon Wireless, and service as a Security Forces Member in the United States Air Force. Donnie Harkcom Jr. holds a Master of Business Administration and two bachelor's degrees in Business Administration and Human Resources Management from the University of Maryland Global Campus, along with additional education from Hagerstown Community College and Clear Spring High School.
