James Bell, P.E., MPA, currently serves as the Capital Projects Manager for Engineering Services at the City of Grand Prairie since September 2023. Prior experience includes a role as Senior Project Manager at AECOM, where management of the Municipal Bond Program Horizontal Projects encompassed all phases from preliminary engineering to project closeout. James has held various positions at the Texas Department of Transportation, including Assistant Area Engineer II, managing office operations and overseeing a range of engineering functions. Prior experience with the Illinois Department of Transportation involved multiple roles, such as Operations Field Engineer and Interim Bureau Chief of Operations, focusing on roadway maintenance, safety, and project management in urban areas. James holds a Bachelor of Science in Civil Engineering from Bradley University, a Master of Public Administration from Purdue Global, and an Associate of Science in Architectural Construction Technology from Illinois Central College.
