As the CIRRT Coordinator and Operations Manager from 2013 to 2015, they analyzed operations, developed policies and procedures, and coordinated program services with stakeholders and government agencies. Elsie also served as the Program Administrator, overseeing the Child Protective Investigations program for assigned counties and contributing to the State's mission and program goals. Additionally, they worked as an Operations Management Consultant II from 2011 to 2013.

Elsie B. holds a Doctor of Education (EdD) in Organizational Leadership from Argosy University. Prior to this, they completed a Master of Public Administration (MPA) degree from Webster University.
