Dr. Leroy Alloway has extensive work experience in government affairs and community relations. Dr. Leroy currently holds the position of Vice President of Government Affairs at CapMetro. Prior to this, they served as the Chief Government & External Affairs Officer at VIA Metropolitan Transit from 2015 to 2022, where they managed educational outreach programs and provided strategic advice on local government interactions. Dr. Leroy also worked as the Planning and Public Involvement Program Manager at the Alamo Area Metropolitan Planning Organization and as the Director of Business Development at Analytic Focus. Dr. Alloway has experience in community development as the Director of Community Development at the Alamo Regional Mobility Authority. Dr. Leroy has also worked in academia as a part-time instructor at Texas Lutheran University, teaching political science. Additionally, they have served as the Chief of Staff for District 8 at the City of San Antonio.
Dr. Leroy Alloway obtained their Doctor of Public Administration degree in Public Administration from Capella University, from the years 2015 to 2021. Prior to that, they earned a Master's in Public Administration (MPA) with a focus on Public Policy from The University of Texas at San Antonio in 2003. Dr. Leroy also holds a Bachelor's degree (BA) in Political Science and Government from Texas Lutheran University, from the years prior to 2001. In addition to their degrees, Dr. Alloway has obtained certifications such as the Envision Sustainability Professional (ENV-SP) from the Institute for Sustainable Infrastructure in 2024, and a Certificate program in public participation and engagement from the International Association for Public Participation, obtained in 2010.
