Bill Blackwell has extensive work experience in IT and technology leadership roles. Bill started their career at Eichleay Engineers as a Computer Programmer consultant. Bill then worked at Ciscorp as a Computer Programmer consultant for Westinghouse Electric Corp, responsible for implementing trading partner relationships. Bill joined RPS as a Programmer Analyst, where they coordinated and implemented integration initiatives with major corporate clients. At Signal Internet Technologies/Entigo, they served as a Project Manager, overseeing the development of web-based solutions for material management and order entry. Bill then moved to Coventry Health Care as the Manager of E-Commerce, where they managed the conversion of an EDI system and automated premium payment data. After that, they joined PNC Bank as a Manager of Application Development, leading web portal re-engineering and data sourcing projects. Bill then joined Aetna as the Director of Application Development, responsible for building a new consumer technology platform. Currently, they are working at Capital Blue Cross as a Senior Director responsible for technology leadership, focusing on web, mobile, and portal strategies.

Bill Blackwell attended Point Park University from 1989 to 1992, where they earned a Bachelor's degree in Computer Science. Prior to that, from 1982 to 1984, they studied Microcomputer Electronics Technology at CCAC, South Campus, and obtained an Associate of Science (AS) degree. It is not known when they graduated from West Mifflin North, as no start or end years were provided.
