Susan Huang

Chief Medical Officer at CAPG

Susan Huang, MD, joined APG as Chief Medical Officer (CMO) in October of 2022. As CMO and as a key member of APG’s leadership team, Dr. Huang is the lead contact with APG’s member organizations on clinical matters related to their participation in value-based care. Along with APG’s Washington, DC-based, and California-based policy and advocacy teams, she serves as lead clinical liaison with federal and state agencies, hospitals and health systems, health plans, and other organizations. Dr. Huang oversees the collection and sharing of APG member best practices and analyses of member data demonstrating APG groups’ strong performance and accountability for costs and quality of care.

Dr. Huang brings deep knowledge of at-risk provider networks, managed care organizations, and safety net care delivery systems through a truly unique combination of experiences. From 2020-2022 prior to joining APG, she was the Deputy CMO of Aledade, Inc, and led the strategy, design, and at-scale implementation of clinical care models that supported Aledade’s accountable care organizations (ACOs), all aiming to transition from volume to value with more than 1.7 million patients and 11,000 physicians in 1,200 independent primary care practices and community health centers in 34 states. Dr. Huang also has experience on the payer side of health care and was the CMO of Health Plan of San Mateo (HPSM), a publicly-governed duals demonstration Cal MediConnect plan in California, from 2018-2020. She led and oversaw the strategy, operational, and business functions of all health and pharmacy services for its 130,000 Medicaid and dual-eligible Medicaid/Medicare beneficiaries. She spearheaded HPSM’s integration of behavioral health services, long-term supports and services, and social determinants of health intervention innovations as key offerings in its duals demonstration care portfolio. In her CMO capacity at HPSM, Susan was the primary clinical liaison to the CA Dept of Health Care Services and with the CMS Medicare-Medicaid Coordination Office.
