Kelly Grey has over 25 years of work experience in various roles related to cost analysis and estimation. Kelly has a top-secret clearance with the Department of Defense and has worked for multiple government contractors and agencies. Kelly started their career as an Assistant Vice President of Operations at 1st Mariner Bank and then transitioned to the United States Department of Defense, where they served as an Operations Research Analyst. After that, they worked for Tecolote Research as a Senior Cost Analyst, where they achieved the Certified Cost Estimator/Analyst certification and provided cost estimation support for various programs. Kelly then joined CALIBRE Systems, Inc. as a Cost Analyst and later became a Cost Analyst IV. Kelly also worked for Herren Associates and MCR, LLC as an Associate and Senior Cost Analyst, respectively, providing cost estimating support for the NATO SeaSparrow Program Office. Throughout their career, they have been involved in analyzing contract cost proposals, conducting cost/performance tradeoff studies, creating technical advisory reports, and tracking and planning budgets.

Kelly Grey's education history begins with earning a High School Diploma from Dulaney High School between 1986 and 1989. Later, from 1990 to 1994, they attended The Johns Hopkins University and obtained a Bachelor's Degree in Psychology. Continuing their academic journey, Kelly attended Towson University from 2001 to 2004, where they earned a Bachelor of Science (B.S.) degree in Applied Mathematics.

Additionally, Kelly has acquired certifications to enhance their professional qualifications. In December 2014, they obtained certification in Defense Acquisition Workforce Improvement Act (DAWIA) - Business - Cost Estimating from the National Security Agency. Subsequently, in December 2018, Kelly obtained the Certified Cost Estimator/Analyst (CCEA) certification from the International Cost Estimating & Analysis Association (ICEAA).
