Clay Burns is an experienced IT Program/Project Delivery Manager currently managing technology services programs for the City of Houston Police Department, including the implementation of a new Records Management System and National Incident Based Reporting (NIBRS). In addition to this role, Burns serves as the Senior Executive Consultant and CEO of Burns Consulting Enterprises, specializing in business project delivery strategies for infrastructure and automation integration. Previous positions include Senior Project Delivery Manager at Baker Hughes, where Burns managed various oil and gas projects, and roles at IBM and Dow Chemical, focusing on service delivery and global project management. Burns has significant volunteer experience as an Adult Volunteer Leader with the Boy Scouts of America and holds a BBA in Finance and Business Management from Texas A&M University.
