Jack Norton has extensive experience in health plan management and human resources, currently serving as Health Plan Director at Blue Lake Rancheria since August 2003 and as Human Resources Manager at Blue Lake Casino & Hotel since April 2002. Notably, Jack directed a self-funded health insurance plan recognized in 2010 by CDHC Solutions magazine for innovative design, incorporating unique benefits such as optional international medical travel. Prior to these roles, Jack was the Executive Director for the Hoopa Valley Tribe from January 1990 to April 2002, focusing on business and community development, grant writing, and strategic planning. Jack holds a Master of Business Administration degree from Humboldt State University and a Bachelor of Science degree in Business Administration from San Jose State University.
