David Y. is an experienced IT executive with a strong background in leading digital transformation and technology strategies. David has held various leadership roles throughout their career.
Starting in 1997, David worked as the Director of IT at Carlson Companies, Inc., where they implemented Oracle Financials and designed and implemented a new organization to deliver business value.
In 2000, they became the Chief Architect at Best Buy, Inc., where they unified customer order management and designed and implemented supply chain software.
In 2003, David joined Kaiser Permanente as the Vice President of Enterprise Architecture, where they delivered architectures aligned with the business and technology strategy, including services architecture and multi-channel architecture.
From 2008 to 2009, they worked at Bank of America as the Senior Vice President (SVP) of Technology Executive for eCommerce, leading the global teams responsible for online banking applications and mobile strategy.
Returning to Kaiser Permanente in 2009, David served as the Vice President (VP) of eBusiness, responsible for the overall strategy and execution of digital capabilities.

From 2013 to 2018, David worked at Midland Credit Management, an Encore Capital Group Company, as the Chief Information Officer, where they transformed consumer digital channels and replatformed applications to a cloud platform, resulting in revenue growth.
Most recently, in 2019, David served as the Chief Digital Officer at Blue Cross and Blue Shield of Louisiana, and in 2021, they became the Chief Information Officer at Blue Cross and Blue Shield of Vermont.
Throughout their career, David has consistently demonstrated their ability to drive digital strategies, improve processes, and deliver successful outcomes.
David Y. completed an Executive Leadership Program in 2000 from the University of Minnesota - Carlson School of Management. Prior to that, from 1987 to 1991, they pursued a degree in Biology at the University of Minnesota. The degree they obtained during this time is not specified.
