Phillip Baxter has been in the workforce since 2011. Phillip began their career at Balfour Beatty Construction as a Project Engineer and Intern/ Co-op Project Manager. In 2013, they transitioned to Robuck Homes, where they held the roles of Purchasing / AutoCAD / Estimating Manager, AutoCAD / Estimating Manager, Estimator / AutoCAD Technician, and Estimator / AutoCAD Assistant. In 2018, they moved to Medallion Construction, Inc. as an Operations Manager. Most recently, in 2020, they founded Bedrock Wireless.

Phillip Baxter attended Wakefield High School for general education. In 2008, they began attending Appalachian State University, where they obtained a Bachelor of Science in Construction Management in 2012, and a Bachelor of Arts in Spanish Language and Literature in 2012. In 2014, they obtained a North Carolina Licensed Real Estate Broker certification from the NC Real Estate Commission. In 2012, they obtained a North Carolina Licensed General Contractor certification from the North Carolina Licensing Board for General Contractors.
