David Beier

Managing Director at Bay City Capital

David Beier has a diverse work experience spanning several industries. David currently serves as a Board of Directors member for the Steinberg Institute since February 2022. David is also a Board member for the UCSF Benioff Children's Hospital Oakland since 2015.

In 2014, Beier was appointed as the Commissioner for the Milton Marks, Little Hoover Commission on California State Government Organization in the State of California. This part-time role involved conducting studies and making recommendations for improving the structure and operations of state government agencies.

Prior to that, Beier held the position of Managing Director at Bay City Capital starting in March 2013. David also served as a Board Member for the California Life Sciences Association (CLSA) from August 2017 to February 2022 and as a Board Member for Arcus Biosciences from December 2017 to June 2020.

In their earlier career, Beier worked at Amgen as a Senior Vice President from December 2003 to January 2013, overseeing Global Government Affairs, communications, philanthropy, and patient assistance programs.

Before joining Amgen, Beier was a Partner at Hogan and Hartson (now Hogan Lovells) from April 2001 to December 2003. David also served as the Chief Domestic Policy Advisor for the Vice President of the Unites States from April 1998 to January 2001.

Beier began their career at Genentech, where they were the Vice President of Government Affairs from April 1989 to April 1998. Throughout their career, Beier has held various leadership positions with a focus on government affairs, communications, and policy-making.

David Beier attended Colgate University from 1966 to 1970, where they earned a Bachelor of Arts degree in History. During their time at Colgate University, Beier also focused on Urban and Afro-American Studies. Later, from 1970 to 1973, they pursued their higher education at Albany Law School and obtained a Doctor of Law (J.D.) degree.
