David R. Cloutier

Vice President, Renovations & Construction at Balfour Beatty Communities

David R. Cloutier LEED has a diverse range of work experience in the construction industry. David R. began their career in the United States Navy as a Utilitiesman 2nd Class Petty Officer E5, where they served as a Public Works Safety Officer and Maintenance Division Supervisor. After leaving the Navy, they worked as a Safety Manager for Hercules Construction, where they implemented various safety programs and ensured compliance with regulations.

David R. then worked as an Assistant Project Superintendent for Buildco Construction, where they reviewed construction plans and specifications and monitored subcontractors' compliance with contractual obligations. David R. also served as a Superintendent for Burns and Roe, overseeing real property maintenance support services for the United States Military Academy.

Cloutier later joined J.A. Jones as a Project Coordinator, managing the privatization of military housing renovation projects. David R. then served as the Director of Renovations and Construction for GMH Military Housing, which eventually became Balfour Beatty Communities. In this role, they oversaw the initiation, planning, execution, and monitoring of military housing privatization projects nationwide.

Currently, Cloutier holds the position of Vice President of Renovations and Construction at Balfour Beatty Communities. In this role, they are responsible for coordinating the operations of renovations and construction projects, ensuring project goals, budgets, and sustainability milestones are met.

Throughout their career, Cloutier has consistently demonstrated their ability to effectively manage projects, prioritize safety, and deliver successful outcomes.

David R. Cloutier LEED holds a Bachelor's degree in Business Management from the University of Phoenix, obtained from 2004 to 2006. David R. also has a Project Management Certification from the University of Phoenix, obtained in 2005. Cloutier completed their high school education in General Studies at Chester High School - New York from 1984 to 1986. Additionally, they received a Vocational Technical Certification in Plumbing & Pipefitting from Orange-Ulster BOCES during the same period. Cloutier has obtained several certifications throughout their career, including LEED AP BC+C from the U.S. Green Building Council in 2013 and LEED Green Associate certification in 2009.
