Rustam Ishenaliev

Advisor & Head, Portfolio, Results, & Quality Control Unit at Asian Development Bank

Rustam Ishenaliev is currently the Advisor & Head of the Portfolio, Results, & Quality Control Unit at the Asian Development Bank. Rustam has been with the ADB since January 2005, originally starting as a Transport Specialist. In this role, they were responsible for leading Bank missions to formulate transport policies, strategies and programs in client countries, handling full project life cycles from screening to appraisal and administration of investment and technical assistance projects, and evaluating completed investment and technical assistance projects. Rustam also supervised and planned procurement, selection of consultants, contract awards and disbursements, and policy dialogues with client countries and guidance to implement reforms. Their regional focus was on Central Asia, specifically the main transport corridor running through the region known as the Central Asia Regional Economic Cooperation Program (CAREC). This program focuses on developing infrastructure and improving connectivity in the region in order to promote economic growth.

From May 2000 to September 2001, Rustam Ishenaliev worked as a Highway Engineer/Deputy Team Leader for ADB-financed Third Roads Rehabilitation Project with Louis Berger International. In this role they were responsible for the design, construction supervision, and quality control of over 80 kilometers of highways in Uzbekistan.

Rustam Ishenaliev has a Master of Engineering in Geotechnical and Transportation Engineering from the Asian Institute of Technology. Rustam also has a Bachelor of Engineering in Highway Engineering from Kyrgyzskyi Gosudarstvennyi Universitet Stroitelstva, Transporta i Arhitectury.
