William Owens currently serves as the Manager of Water Supply at Artesian Water Company, a position held since July 2012, where responsibilities include overseeing water operations in Delaware and Maryland. Prior to this role, William Owens worked for Cecil County Government from July 1980 to July 2012 as Supervisor of Water Operations and later as Manager of Water and Wastewater. William Owens pursued education at Elkton, Cecil Community College.
