David Skillman has extensive experience in the federal legislative and regulatory environment. From 2006 to 2007, they served as a Presidential Management Fellow in the Secretary's office at the U.S. Department of Commerce. In this role, they evaluated bureau performance against budget objectives. From 2007 to 2019, they worked at the U.S. House of Representatives as Deputy Chief of Staff and Counsel to Congressman Earl Blumenauer. David managed legislative staff and handled various portfolios including tax, trade, transportation, and healthcare. Since 2019, they have been a Managing Director at Arnold & Porter Kaye Scholer LLP, where they counsel clients on federal legislative and regulatory challenges, leveraging their expertise gained from their previous government roles.
David Skillman received their Bachelor of Arts degree in History from Colorado College in 1999. David then pursued a Juris Doctor degree in Law from the University of Oregon School of Law, graduating in 2006.
