R. Lowell Watkins is an experienced Resident Project Representative currently employed at Armstrong Consultants, Inc., a Lochner Company, since October 2018, specializing in the aviation industry with expertise in Electrical, Pavements, Markings, Signage, Drainage, and Construction Management. Prior to this role, R. Lowell Watkins served at Parkhill, Smith & Cooper, working on significant projects such as the El Paso International Airport Runway 4-22 Reconstruction. R. Lowell Watkins also held positions at the New Mexico Environment Department, Summit Engineering, City of Las Cruces, Bohannan Huston, Inc., and the Oregon Department of Fish and Wildlife, gaining extensive experience in environmental science, design engineering, project management, and municipal engineering. R. Lowell Watkins holds a degree in Civil Engineering Technology from New Mexico State University.
