Özbil is a graduate of Boğaziçi University in Political Science and International Relations and has a master's degree from the University of Brussels European Strategic and International Studies Institute that she obtained in 1999. She pursued another graduate degree in public administration and international economic development at Cornell University.
She began her career as a Social Policy Specialist at the European Union and Foreign Relations Department of the Istanbul Chamber of Industry. She was a Development Advisor in social development, stakeholder relations management, and peer communication at the UNICEF Headquarters in New York from 2001 to 2002. She was a Social Development Specialist at the World Bank headquarters in Washington between 2002 and 2008. Her international career led Özbil to conduct research and manage development projects for over 25 nations including Turkey, Georgia, FYR Macedonia, Bosnia Herzegovina, and Kosovo.
