David Ulmer currently serves as the Chief Operating Officer at APPA - Leadership in Educational Facilities, where responsibilities include leading daily operations and strategic initiatives to improve operational efficiency and member engagement. Prior to this role, David held various senior positions at EnergyCAP, LLC, culminating as Chief Product and Technology Officer, where David directed product and technology strategies resulting in notable revenue growth. David's extensive experience includes leadership roles in software development and project management across multiple organizations, including PJM Interconnection and Accenture. In addition to professional expertise, David has contributed to academia as an adjunct professor at Penn State University, teaching courses on IT project management. David holds an Executive MBA and a degree in Management Science and Information Systems from Penn State University.
