Pamela Blackwell oversees both the Intake and Certification departments at our Philadelphia regional office. She has worked largely in the field of child welfare, serving at-risk children and youth through in-home and mental health services, and family foster care.

Blackwell is a certified CTC case manager in Pennsylvania. She is also certified in mental health first aid. She began her professional career as a mental health worker and caseworker before advancing to senior management positions. At one time she also worked with Philadelphia DHS as a quality service reviewer.

Blackwell completed her undergraduate studies at Temple University and her graduate education at Eastern, with a concentration in nonprofit management. She also holds degrees in theology.

Blackwellā€™s passion for serving children and families fuels her desire to serve with excellence. ā€œOne of my favorite Bible verses sums up what it means to have the privilege to care for the children served by A Second Chance, Inc.: ā€˜Let the little children come unto me and do not hinder them, for the kingdom of God belongs to such as theseā€™ (Mark 10:14-16).ā€
