Douglas Halter has held various roles in the military and private sectors since 1995. Douglas began their career as a Naval Officer and F-14 RIO in the US Navy, where they served until 2004. During this time, they also worked as a Lear Jet Pilot for Phoenix Air Group. In 2004, Halter joined the US Navy Reserves as a Naval Reserve Officer, Adversary NFO, and UAV Mission Commander. From 2006 to 2010, they held the position of Project Manager and Sales Consultant for Stryker, and then Branch Manager and Military Systems & Operational Analyst for L-3 Communications / Engility from 2010 to 2014. Since 2014, Halter has been a Partner, COO, and Exercise Director for 2 Circle Consulting, Inc., and a Partner, Division Manager, and Sr Program Analyst for the same company.

Douglas Halter obtained a Bachelor of Science (B.S.) in Aerospace, Aeronautical and Astronautical Engineering from the United States Naval Academy in 1995. Afterward, they obtained an Airline Transport Pilot (ATP) certification from the FAA. In 2016, they completed a Master of Business Administration (MBA) in Business Administration, Management and Operations from the University of Massachusetts, Isenberg School of Management.
