Bill Staley is an accomplished and highly successful Resource Manager with extensive experience in Department of Army budget and resource management processes. His extensive background includes senior executive positions with United States Army in Europe (USAREUR-G8) and United States Army Financial Management Command (USAFMCOM) serving as Deputy to the Commanding General. Bill is recognized as a talented professional and considered to be the subject matter expert in Army resourcing issues. He is fully versed in all aspects of financial management with a broad and comprehensive knowledge of the Planning, Programming, Budgeting and Execution process and civilian manpower management. Mr. Staley has extensive experience in financial management leadership positions with budgeting and accountability for multi-billion-dollar programs impacting multiple regional organizations. His expertise in resource management covers the areas of budget development, budget execution and funds management using General Funds Enterprise Business System (GFEBS), Army-wide audit readiness, single and multi-year appropriations, financial management systems, the working capital fund, mathematical and statistical applications. Bill is a retired Colonel having graduated from the United States Military Academy and holds a M.Ed. from the University of Louisville.
