David Noyes is an experienced professional in the fields of education, capacity building, and program management, with a focus on international development. Currently serving as Program Director for USAID SABER at World Education, David supports the expansion of bilingual education in Mozambique. Previous roles include Mozambique Country Representative and Chief of Party for the USAID|Aprender a Ler Program, along with significant positions at various organizations, such as the International Initiative to End Child Labor and the World Cocoa Foundation, where David managed education programs and trained local teachers. David's early career involved teaching math and science in Burkina Faso with the Peace Corps and conducting research at the University of Maryland. David holds a PhD in Physics from the University of Maryland and a BA/BS in Physics and Electrical Engineering from Boston University.
