Judith Howerton, AICP, is an experienced project and program manager currently working at the Washington Metropolitan Area Transit Authority (WMATA) since July 2022, focusing on capital planning and programming as well as managing the Bus Priority Program. Prior roles include serving as a Senior Transportation Planner at the Maryland-National Capital Park and Planning Commission and as a Community Planner for the City of Greenbelt, Maryland. Judith's career also includes positions as a Transportation Planner for Fairfax County Government, a Management Intern for Arlington County's Transit Bureau, and a Fulbright Scholar conducting research in urban public transportation planning in Dakar, Senegal. Judith's earlier experience includes internships in government relations and transportation at the Maryland Transportation Authority and Whitman, Requardt and Associates, LLP. Educational accomplishments include a Master of City & Regional Planning from Morgan State University and a Bachelor's degree in Government and Politics from the University of Maryland.
