Ruud Bakker currently serves as Gemeentesecretaris and Algemeen Directeur at Gemeente Gouda since October 2021. Bakker is also a member of the Raad van Toezicht for PROVSO.WORKS, and a member of the Participatie, Schuldhulpverlening en Integratie commission at VNG, focusing on labor market issues and integration. In September 2023, Bakker took on roles as Voorzitter of the Secretarissenkring Hollands-Midden and Algemeen Commandant Bevolkingszorg at Veiligheidsregio Hollands Midden, alongside serving as Coördinerend Gemeentesecretaris at Hecht. From January 2017 to October 2021, Bakker held the position of Directeur Maatschappelijke Ondersteuning at Gemeente Rotterdam, contributing to societal development and support services. Educational qualifications include a Doctorandus in organizations sociology from Erasmus University Rotterdam and various management programs in public administration and police training.
