Delisa Walker Hall, Ed.D, is the chief human capital officer (CHCO) for the United States Secret Service. In this role, Dr. Hall is responsible for leading the agency's human capital strategy to ensure the workforce is structured to support its integrated mission. Dr. Hall serves as a key executive partner and principle strategic advisor to the director, deputy director and chief operating officer.
Dr. Hall joined the U.S. Secret Service in 2006, becoming the agency's first chief personnel research psychologist, leveraging her expertise to develop key programs, improve institutional initiatives and modernize business and enterprise governance processes. In 2016, Dr. Hall was appointed to the Senior Executive Service and served as the agency's talent development executive. In this role she was responsible for fostering a comprehensive talent development strategy aimed at enhancing employee engagement, increasing job commitment and improving productivity. She oversaw the agency's human resources research and development functions, which drives efficiencies in personnel assessment and talent management and supports the establishment and maintenance of a quality workforce. Following this appointment, Dr. Hall then served as the deputy chief human capital officer for the United States Secret Service where she led a robust human resource portfolio which included talent acquisition, talent development, human capital assessment, workforce planning, performance management, employee relations and HR policy and compliance.
Dr. Hall has a strong commitment to public service, with an emphasis in federal law enforcement. In 1998, she began her career with the Federal Bureau of Investigation (FBI) as an industrial/organizational psychologist. While serving at the FBI, she led the development of human capital assessment programs for the agency's mission critical occupations. Following the FBI, Dr. Hall served in a similar capacity with the United States Customs and Border Protection agency (legacy U.S. Customs Service).
Dr. Hall earned a doctorate degree in Human and Organizational Learning from The George Washington University; a master's degree in Industrial/Organizational Psychology from Radford University; and a bachelor's degree in Psychology from Hampton University. Dr. Hall holds an ICF Leadership Coaching Certification from the American University's Leadership Coaching for Organizational Performance program; she also completed the American University's Key Executive Leadership Certificate program.
