Margarita Nieves Zárate is a PhD Researcher in Energy Law at the University of Groningen since August 2017, with extensive experience in the energy sector. As a Senior Advisor to the President at the Agencia Nacional de Hidrocarburos from April 2023 to April 2024, Margarita led the design and implementation of the first offshore wind energy auction in Colombia and Latin America, while also managing relations with key stakeholders including the World Bank and the Danish Energy Agency. Margarita served as a European Climate Pact Ambassador from May 2021 to December 2023, promoting climate action in communities. Previous roles include co-founding the Energy Research Community and advising on legal matters at various organizations, including the National Hydrocarbons Agency and the Colombian Institute of Rural Development. Margarita holds an LLM in Energy, Mining and Oil Law from Universidad Externado de Colombia, and a degree in Law from Universidad Popular del César.
