Robert Naftaly is chairman of the committee and a certified public accountant (CPA). Naftaly is the retired president and chief executive officer of PPOM, an independent operating subsidiary of Blue Cross Blue Shield of Michigan (BCBSM). He also has held various leadership positions at BCBSM, including a chief operating officer, executive vice president, and chief financial officer.

Naftaly served as the director of the Department of Management and Budget of the State of Michigan from 1983 to 1987. He has served on several boards including the Detroit Investment Fund, Walsh College, Meadowbrook Insurance Group, Blue Cross Blue Shield of Maryland, and the Wayne State University Board of Governors.
