Willisa Donald is an accomplished professional with extensive experience in civil rights, equity, diversity, and inclusion. Currently serving as the Director of Civil Rights and Equal Opportunity at the USDA since July 2023, Willisa has held significant leadership roles including Director of Equity, Diversity and Inclusion at the Defense Threat Reduction Agency from June 2009 to July 2023, and Director of the Office of Equal Rights at FEMA from January 2016 to September 2017. Additionally, Willisa worked as the Disability Program Manager at the Internal Revenue Service from January 2006 to June 2009 and as an Equal Opportunity Specialist at the U.S. Department of Transportation from June 1991 to November 2002. Willisa holds a Master of Human Relations from the University of Oklahoma (2003-2005) and a Bachelor of Science in Psychology from the University of the District of Columbia (1991-1995).
