Oscar Rivera has over 40 years of experience in agricultural management and procurement, currently serving as the District Director for the USDA/FSA in southern New Mexico since August 2000. In this role, Oscar provides leadership and consultation to county committees, executive directors, and farm loan managers, while also evaluating and monitoring program and administrative operations. Previous roles include serving as a Contracting Officer in the U.S. Air Force, and various positions within USDA-FSA and USDA-FmHA, progressing from Assistant County Supervisor to Farm Loan Manager. Oscar holds a Bachelor of Science in Agriculture from Universidad de Puerto Rico and has completed advanced studies at the Air Force Institute of Technology.
