Tom Koutsky is an accomplished expert in telecommunications policy and digital inclusion, currently serving as the Digital Inclusion Team Lead and Senior Connectivity Policy Advisor at USAID since November 2016. Koutsky previously held the position of Chief Policy Counsel at Connected Nation, Inc., where significant broadband and technology policy recommendations were developed, including key initiatives in Puerto Rico, Nevada, Alaska, Iowa, and Ohio. Past roles include Senior Advisor for the National Broadband Plan Task Force at the Federal Communications Commission and Chairman of the North American Numbering Council, where Koutsky directed a multi-stakeholder committee on telephone numbering resources. Koutsky co-founded the Phoenix Center for Legal and Economic Public Policy Studies and has held various legal and policy positions throughout their career in prominent telecommunications companies and regulatory agencies. Koutsky earned a J.D. from the University of Chicago Law School and a B.A. in Political Science from the University of Illinois Urbana-Champaign.
