Barbara Lackey is a seasoned engineer with extensive experience in civil engineering and project management. Currently serving as a Senior Engineer at Trihydro Corporation since April 2017, Barbara also holds the position of Principal/Owner at RIVER CITY ENGINEERING, a role held since January 1999. Prior experience includes serving as Project Manager at San Antonio Water System from March 1992 to January 1999, where Barbara designed and managed an $81 million recycling program and developed a conceptual master plan for a 600-acre effluent reservoir. Barbara earned a Master of Science in Civil Engineering from The University of Texas at San Antonio and a Bachelor of Science in Civil Engineering from the same institution, alongside a Bachelor of Applied Science in Medical Technology from Texas Tech University.
