Jon has over twenty five years experience in environmental programs and over twenty years supporting the Air Force and other DOD cleanup efforts at Headquarters level as well as at active and closed installations.

He has extensive experience supporting the Air Forceā€™s Environmental Restoration Program as a Technical Program Manager in the chemical/hazardous waste remediation field, including remedial technology optimization focused on accelerated site closure, Performance Based Acquisition support, and performance evaluation . He has working experience with advisory assistance for strategic planning, technical evaluation, and guidance support at the DoD program level. He is a Project Management Professional.

Mr. Horin has led multiple efforts within Noblisā€™ environmental and chemical demilitarization programs, and is an expert with remedial process optimization (RPO), technology evaluation, program and policy initiatives, and acquisition undertakings. RPO is a remediation program management tool that uses a systematic iterative approach to evaluate all phases of installation remedial actions and to update and optimize the effectiveness and efficiency of an installation remediation program to reach cleanup goals.

Jon earned a bachelor's degree in chemical engineering from Northwestern University.
